The above is evidenced by the fact that both cards are Level 8 Effect Monsters with 2800 ATK and 2500 DEF. They also have opposing Attributes, with Van'Dalgyon being a DARK monster and Tualatin being a LIGHT monster. Lastly, both cards' effects allow them to Special Summon themselves when certain conditions are met.
This card is similar to Voltanis the Adjudicator. Both have 2800 ATK, both summon themselves when a Counter Trap is successfully activated (though Van'Dalgyon the Dark Dragon Lord's effect is only activated when Counter Trap Cards negate the activation of an opponent's card), and both perform an additional effect once summoned to the field in this way.

The "After a Counter Trap Card you control negates the activation of an opponent's card(s) or effect(s), you can Special Summon this card from your hand." effetc is a Trigger Effect that is activated from the hand. (It cannot be activated during the Damage Step.): Van'Dalgyon the Dark Dragon Lord
The "Then activate the appropriate effects, based on the type of cards negated:" effect is a Trigger Effect that is activated when this card is Special Summoned by its own effect. (The "● Spell:" effect does not target. The "● Trap:" and "● Effect Monster:" effect targets.)
Suppose "Vanity's Call" negates the activation of 2 of your opponent's Spell Cards and "Van'Dalgyon the Dark Dragon Lord" is Special Summoned from the hand. In this case, its effect will only activate once. Since only 1 type of cards was negated, the "● Spell: Inflict 1500 damage to your opponent." is applied once.: If "Vanity's Call" negates the activation 2 Spell Cards, can the "● Spell:" effect of "Van'Dalgyon the Dark Dragon Lord" be activated twice?
Suppose "Vanity's Call" negates the activation of an opponent's monster effect, Spell Card and Trap Card, and "Van'Dalgyon the Dark Dragon Lord" is Special Summoned from the hand. In this case, its effect will only activate once. "Van'Dalgyon the Dark Dragon Lord's" Special Summon effect starts a Chain. After "Van'Dalgyon the Dark Dragon Lord" is Special Summoned, its effect(s) start another new Chain.
If the negated effect was Chain Link 2 or higher, you can still activate "Van'Dalgyon the Dark Dragon Lord's" effect when the Chain resolves.
If you have 2 or more "Van'Dalgyon the Dark Dragon Lord" in your hand when your Counter Trap Card negates your opponent's effect, you can only activate the effect of 1 "Van'Dalgyon the Dark Dragon Lord", even if you negate multiple card effects.
"Royal Oppression" can be used to negate both "Van'Dalgyon the Dark Dragon Lord's" effect to Special Summon itself, and its effect to Special Summon a monster from your Graveyard. In both cases, "Van'Dalgyon the Dark Dragon Lord" will be destroyed.
"Van'Dalgyon the Dark Dragon Lord's" effect cannot be activated during the Damage Step.
"Van'Dalgyon the Dark Dragon Lord's" effect to destroy 1 card targets the selected card.
When you activate multiple Counter Trap Cards in the same Chain, the last one to resolve and negate an effect will be applied to "Van'Dalgyon the Dark Dragon Lord's" effect.
Example: Your opponent activates "Pot of Greed". You chain "Magic Jammer". Your opponent chains "Seven Tools of the Bandit". You chain "Curse of Royal". When the Chain resolves, "Magic Jammer" is your last Counter Trap Card that resolves and negates your opponent's "Pot of Greed", so you will be able to Special Summon "Van'Dalgyon the Dark Dragon Lord" and activate its "inflict 1500 damage" effect.
If you activate "Magic Jammer," etc. and discard "Night Assailant" for its activation cost, the effects of "Night Assailant" and "Van'Dalgyon the Dark Dragon Lord" will start a new Chain after the Chain that included your "Magic Jammer" resolves. "Night Assailant's" effect will be Chain Link 1 and "Van'Dalgyon the Dark Dragon Lord's" will be Chain Link 2.
If you draw "Van'Dalgyon the Dark Dragon Lord" during the Chain your Counter Trap Card negates the effect of your opponent's card(s), you can activate its effect after the Chain resolves.
If you activate "Magic Drain" and your opponent discards 1 Spell Card, you cannot activate "Van'Dalgyon the Dark Dragon Lord's" effect.
"Van'Dalgyon the Dark Dragon Lord's" effect can be activated when you activate "Goblin Out of the Frying Pan" or "Malfunction" to negate your opponent's Spell or Trap Card.
If you have "Voltanis the Adjudicator" and "Van'Dalgyon the Dark Dragon Lord" in your hand and your Counter Trap Card negates your opponent's card effect, you can Special Summon only 1 of the 2 monsters. You cannot Special Summon both monsters.
If your "Vanity's Call" negates multiple card effects controlled by your opponent, when you Special Summon "Van'Dalgyon the Dark Dragon Lord" you will activate each effect appropriate effect.
Example: "Vanity's Call" negates your opponent's "Destiny Draw" and "Seven Tools of the Bandit". When you Special Summon "Van'Dalgyon the Dark Dragon Lord" you will activate its "inflict 1500 damage" and "destroy 1 card" effects.
Horn of Heaven: "Horn of Heaven" cannot be used to negate a Special Summon that results from a Spell, Trap, or effect of an Effect Monster Card. You cannot use "Horn of Heaven" to negate a Special Summon from "Van'Dalgyon the Dark Dragon Lord", .
Solemn Judgment: "Solemn Judgment" cannot negate a Special Summon if it results from the activated effect of a monster card, like "Van'Dalgyon the Dark Dragon Lord" .
Voltanis the Adjudicator: If you have "Voltanis the Adjudicator" and "Van'Dalgyon the Dark Dragon Lord" in your hand and your Counter Trap Card negates your opponent's card effect, you can Special Summon only 1 of the 2 monsters. You cannot Special Summon both monsters.
