This card targets 1 "Fortune Lady" monster you control. You cannot activate it during the Damage Step.: Stardust Overdrive Sneak Peek -- Card Rulings (Version 1.0)
If you activate "Time Passage" targeting your Level 5 "Fortune Lady Dark", and then reduce it by 3 for the effect of "Solitaire Magician", it's Level would become 2 during the End Phase (5 + 3 - 3 - 3 = 2).
Solitaire Magician: If you increase the Level of your "Fortune Lady" monster with "Time Passage" and then reduce it for the effect of "Solitaire Magician", your "Fortune Lady" will still have its Level reduced by 3 when the effect of "Time Passage" is no longer applied.

The effect of "Time Passage" targets one "Fortune Lady" monster that is face-up on your side of the field.: Spell Card > Time Passage:
"Time Passage" cannot be activated during the Damage Step.
