When a monster effect that negates the Normal/Special Special Summon of a monster(s) is activated, or a Trap Card is activated that negates the Normal/Special Summon of a monster(s), this effect can be activated directly in Chain.
"Smashing Horn" cannot be activated in Chain to the activation of the effect of a Continuous Trap Card, such as a face-up "Royal Oppression".
If "Horn of Heaven" is activated when a monster would be Flip Summoned, since the effect is not " Normal or Special Summon of a monster(s)", "Smashing Horn" cannot be Chained to it.: If "Horn of Heaven" is activated when a monster would be Flip Summoned, can "Smashing Horn" be activated in response?
