You cannot activate the effect during the Damage Step.

You can activate the effect of "Shining Elf" when your opponent Normal/Special Summons a monster with less than 500 ATK.: Can you activate the effect of "Shining Elf" when a monster with less than 500 ATK is Normal/Special Summoned?

When your opponent Special Summons "Lava Golem" to your side of the field, it is still treated as your opponent Special Summoning a monster, so you can activate the effect of "Shining Elf".: Can you activate the effect of "Shining Elf" when your opponent's "Lava Golem" is Special Summoned?
