TCG Rulings
This effect starts a Chain. It targets the 1 opponent's monster that has declared an attack. If you do not destroy the monster with this effect, you do not inflict damage to your opponent.: Stardust Overdrive Sneak Peek -- Card Rulings (Version 1.0)
Destroying the monster and inflicting damage are considered to happen at the same time.
If the attacking monster's ATK is higher than your "Earthbound Immortal" monster's ATK when this effect resolves, the monster is not destroyed.
The effect activates automatically the first time an opponent's monster with less ATK than your "Earthbound Immortal" monster attacks.
Guard Mines: You can Chain "Guard Mines" to the effect of a Continuous Trap Card if its effect is activated on the same Chain as the card itself, such as with "Roar of the Earthbound Immortal".
OCG Rulings
The card "Roar of the Earthbound Immortal" can be activated at any time, except during the Damage Step.: Roar of the Earthbound Immortal
The effect of "Roar of the Earthbound Immortal" that is activated when an opponent's monster declares an attack starts a Chain Link. (It targets the attacking monster.)
If you control a face-up "Roar of the Earthbound Immortal", the effect is always activated when an opponent's monster declares an attack. However, if the attacking monster has more ATK than your "Earthbound Immortal" monsters, the effect is not activated.
Destroying the targeted monster and inflicting damage are considered to happen simultaneously.
When resolving the effect of "Roar of the Earthbound Immortal", if the targeted monster has more ATK than your "Earthbound Immortal" monsters, the targeted monster is not destroyed. (No damage is inflicted to your opponent.)
