"Red Screen" can be activated at any time, except during the Damage Step.

The "Your opponent's monsters cannot declare attacks." effect does not start a Chain Link.

The "You can target 1 Level 1 Tuner monster in your Graveyard; destroy this card, and if you do, Special Summon that target." effect starts a Chain Link. (It targets 1 Level 1 Tuner monster in your Graveyard. "destroy this card" and "Special Summon that target." are considered to happen simultaneously.
