The "During your turn, when an Equip Spell Card(s) is equipped to this card: You can draw 1 card." effect is a Trigger Effect. (It does not target.): Power Tool Mecha Dragon

This effect activates when the Equip Spell Card that would be equiped to "Power Tool Mecha Dragon" resolves. It starts a Chain Link. (This effect is not activated when "Power Tool Mecha Dragon" is targeted by an Equip Spell Card.)

This effect is not activated if the activation of the Equip Spell Card that targeted "Power Tool Mecha Dragon" was negated.

The "Once per turn, during either player's turn: You can target 1 appropriate face-up Equip Card on the field; equip that target to this card." effect is a Quick Effect. (It targets 1 face-up Equip card on the field. It cannot be activated during the Damage Step.)

If all of your Spell & Trap Zones are occupied, this effect can still be activated. Even if the targeted card is equipped to "Power Tool Mecha Dragon", the control of that card does not change. (While "United We Stand" is equipped to an opponent's monster, even if you activate the effect of "Power Tool Mecha Dragon", "United We Stand" remains in your opponent's Spell & Trap Zone.): If all of your Spell & Trap Zones are occupied, can the effect of "Power Tool Mecha Dragon" be activated?
