This card can be considered a counterpart to Supreme King Z-ARC.

"You can target 1 Dragon Fusion, Synchro, or Xyz Monster in your GY; destroy this card, and if you do, Special Summon that monster." Pendulum Effect starts a Chain Link. (It is an effect that targets 1 Dragon Fusion Monster, 1 Dragon Synchro Monster or 1 Dragon Xyz Monster in your GY. It can only be activated during your Main Phase.)

"Destroy this card" and "Special Summon that monster." happen simultaneously.

"Cannot be Normal Summon/Set. Must be either Pendulum Summoned from the hand, or Special Summoned (from your hand) by Tributing 3 Dragon monsters (1 Fusion, 1 Synchro, and 1 Xyz)." is not treated as an effect. It is the procedure to properly Special Summon this Nomi monster. (To Special Summon this card, you can Pendulum Summon it from the hand, or Special Summon it from the hand by Tributing 1 Dragon Fusion Monster, 1 Dragon Synchro Monster and 1 Dragon Xyz Monster you control, for a total of 3 Tributes. Neither method starts a Chain Link.)
