"You can target 1 Dragon Fusion, Synchro, or Xyz Monster in your GY; destroy this card, and if you do, Special Summon that monster." Pendulum Effect starts a Chain Link. (It is an effect that targets 1 Dragon Fusion Monster, 1 Dragon Synchro Monster or 1 Dragon Xyz Monster in your GY. It can only be activated during your Main Phase.)
"Destroy this card" and "Special Summon that monster." happen simultaneously.
"Cannot be Normal Summon/Set. Must be either Pendulum Summoned from the hand, or Special Summoned (from your hand) by Tributing 3 Dragon monsters (1 Fusion, 1 Synchro, and 1 Xyz)." is not treated as an effect. It is the procedure to properly Special Summon this Nomi monster. (To Special Summon this card, you can Pendulum Summon it from the hand, or Special Summon it from the hand by Tributing 1 Dragon Fusion Monster, 1 Dragon Synchro Monster and 1 Dragon Xyz Monster you control, for a total of 3 Tributes. Neither method starts a Chain Link.)
"Odd-Eyes Revolution Dragon" can only be Special Summoned via one the methods listed in its card text. Even if it was properly Special Summoned and then added face-up to the Extra Deck, it cannot be Special Summoned with the effect of "Pendulum Reborn".
"You can discard this card and pay 500 LP; add 1 Level 8 or lower Dragon Pendulum Monster from your Deck to your hand." Monster Effect is an Ignition Effect that activates in the hand. (It does not target. When it's activated, "Odd-Eyes Revolution Dragon" itself is discarded and 500 LP will be paid as the cost.)
