This card is the Ritual counterpart of Odd-Eyes Dragon (or Odd-Eyes Pendulum Dragon).
This card, Odd-Eyes Saber Dragon, Odd-Eyes Absolute Dragon, Odd-Eyes Meteorburst Dragon, and Odd-Eyes Vortex Dragon share a consistent theme.
Each of them uses the following naming structure: Odd-Eyes + + Dragon.
All represent one of the classical elements; LIGHT, EARTH, WATER, FIRE and WIND.
All of their respective color schemes reflect their attribute, in this case Gravity is gray.

If "Odd-Eyes Gravity Dragon" is successfully Ritual Summoned, and then is Special Summoned by "Monster Reborn" from the Graveyard: You can activate the "You can return all Spell and Trap Cards your opponent controls to the hand." effect.
"Your opponent must pay 500 LP to activate card effects." is a Continuous Effect.
If the opponent of the player controlling an "Odd-Eyes Gravity Dragon" cannot pay 500 LP, they cannot activate Spells, Traps, their effects or monster effects.
Because "Odd-Eyes Gravity Dragon" is a Special Summon monster that must first be Ritual Summoned, it cannot be Special Summoned from the hand or Deck with "Performapal Dramatic Theater".
