The first card drawn is from the draw phase skipped, while the second is from the draw phase of the new turn. The discard 1 effect could refer to the fact that you had to discard for hand size limit.
Skip your next main phase 1, also special summon 1 monster from your GY in defense position. This effect rewinds time so that a monster that may have been destroyed was returned to a state before it was destroyed, similar to Time Machine.

This effect condenses time so that one monster 1 turn ahead exists at the same time as the monster in the present.
