OCG Rulings
The activation of only the card "Lucky Chance" can be performed at any time, except during the Damage Step.: Lucky Chance
The effect "When an Effect Monster's effect that requires only 1 coin toss is activated, call Heads or Tails. If you call it right, draw 1 card" makes a Chain Link. (It does not target.)
If a monster effect that makes 1 coin toss is activated, the effect of "Lucky Chance" is always activated in Chain to that effect. (It activates even during the Damage Step
The card "Lucky Chance" can be activated in the same Chain Link as its effect. (However, the card "Lucky Chance" cannot be activated during the Damage Step.)
If the effect of "Lucky Chance" is activated, when the effect of "Lucky Chance" resolves, call the coin toss. Next, when the 1 coin toss of the monster effect that caused this effect to activate resolves, if you called it correctly, the effect "draw 1 card" is applied.
"Lucky Chance's" Trigger Effect is chained to the effect of the Effect Monster. You choose what you think the coin flip will be when you resolve "Lucky Chance's" effect.
If you use the effect of "Second Coin Toss" to re-flip the coin, you do not reselect for "Lucky Chance".
If you control 2 or more face-up "Lucky Chance", you will only call the coin toss once and you will draw 1 card if you call it right.An email ruling states that if you control multiple "Lucky Chance" they all activate in Chain, letting you call each one separately and draw 1 card for each one called correctly.
