This effect doesn't target. The Spell and Trap Cards to be destroyed are chosen when the effect resolves.
If there are no Spell or Trap Cards to be destroyed, the effect cannot be activated.
If there are no "Spellbook" Spell Cards in your Graveyard, the effect cannot be activated.
If at the time of the resolution of the effect of "Hierophant of Prophecy" the number of "Spellbook" Spell Cards in your Graveyard changes, you destroy Spell or Trap Cards the opponent controls up to the number of "Spellbook" Spell Cards in your Graveyard at the time the effect resolves.: If at the time of the resolution of the effect of "Hierophant of Prophecy" that destroys a number of Spell or Trap Cards the opponent controls up to the number of "Spellbook" Spell Cards in your Graveyard the number of "Spellbook" Spell Cards in your Graveyard changes, does it become impossible to destroy Spell or Trap Cards the opponent controls?
