Card Trivia

Flip Flop Frog is whirling a Yu-Gi-Oh! card on the end of its tongue, similar to Poison Draw Frog.
Like the other Frog cards, this card's Japanese name is a pun: uragaeru (裏返る) can mean to be turned inside-out; to double-cross, hence this card's flipped appearance.
Centerfrog is another Frog with a double-crossing, control-switching effect.
This Frog has some resemblance to a Monster called Frogface in the game Dragon Quest VIII. When attacked, Frogface flips itself around to show its back to you. When this happens, a face on its back opens up and it becomes stronger.

Rulings

TCG Rulings

The cards that are returned are chosen when the effect resolves, so this effect does not target.: Crimson Crisis -- Card Rulings (version 2.0)

OCG Rulings

The effect which returns an opponent's monster(s) to the hand does not target. You select the monsters to return at resolution.: Effect Monster > "Flip Flop Frog"

When this card is flipped, the effect is optional, so you can choose not to activate the effect and not return any monsters. However, if you choose to activate the effect, you must return at least 1 monster your opponent controls to the owner's hand.
