The effect "All Beast-Warrior-Type monsters you control gain 100 ATK." does not start a Chain Link.

"Fire Formation - Tensu" can be activated even if you cannot Normal Summon 1 Beast-Warrior-Type monster in addition to your Normal Summon/Set because you have no cards in your hand, or you have no Beast-Type monsters in your hand.

Even if you control 2 or more copies of "Fire Formation - Tensu", you can only apply the "During your Main Phase, you can Normal Summon 1 Beast-Warrior-Type monster in addition to your Normal Summon/Set" effect once per turn.

There is no specific order in which the turn player has to perform their Normal Summon available once per turn and the effect of a face-up "Fire Formation - Tensu". The turn player can perform their Normal Summon available once per turn first, or they can perform the Normal Summon of a Beast-Warrior-Type monster by the effect of a face-up "Fire Formation - Tensu" first. Furthermore, at the time of performing the Normal Summon, in order to keep a smooth gameplay, inform the opponent about which method is being used to Normal Summon the monster.: Is there a specific order in which the turn player has to perform their Normal Summon available once per turn and the effect of a face-up "Fire Formation - Tensu"?
