This is the card version of Bandit King Bakura's Ka, Diabound.
This card's name indicates that it is only a fragment of the complete Diabound. This would also explain its low ATK.
In the anime, Yami Bakura used this card to destroy Seto Kaiba's Blue-Eyes White Dragon in a Duel. This allowed it to gain Blue-Eyes' Burst Stream of Destruction attack, which is said to rival that of a God. Bakura intended to later use that attack in another Duel, in order to stand a chance against Pharaoh Atem in the ultimate Shadow Game.
This card's anime effect is similar to the effect of Handcuffs Dragon, which also has the same Level and ATK.
Diabound may be a blend of dia (deity, in Latin) and -bound (confined or restricted to a certain place).
