Previously Official Rulings
If the monster targeted by "Destruction Ring" is destroyed in a chain before "Destruction Ring" resolves, then the monster was not destroyed by "Destruction Ring"s effect and no damage is inflicted.
The destruction of the target monster and the inflicted damage occur simultaneously. So if "Peten the Dark Clown" is destroyed its effect will not miss the timing.: "Destruction Ring" versus "Peten the Dark Clown"
