When you initially activate a
Continuous Trap Card that has an activated effect, you may activate that effect at the same time the card itself is activated. This is similar as to how you can pay 800 Life Points to negate a Special Summon when you initially activate "Royal Oppression". So, when you initially activate "Dark Smog" in chain to the opponent's "Monster Reborn", you would activate the card and state that you are also activating the effect.: Dark smog Vs. Monster reborn

Neither this card nor its effect can be activated during the Damage Step.

Upon activating its effect, this card targets 1 monster in the opponent's Graveyard.
