 This card's Japanese name is Cyber Vary, short for Cyber Variation. This was likely a translation error, due to the fact that L and R sounds are pronounced the same in Japan. (This is supported by  that Kevin Tewart made.)

Koa'ki Meiru Powerhand: The effect negation ability of "Koa'ki Meiru Powerhand" begins when an attack target is declared. If "Koa'ki Meiru Powerhand" battles "Cyber Valley", and the controller of "Cyber Valley" removes it from play, "Cyber Valley" will be removed from play but the controller will not draw a card, and the Battle Phase will not end, because the effect was activated on the field and is negated by "Koa'ki Meiru Powerhand". (Also, since the number of potential attack targets has changed in this case, a replay will occur.)

The "When this card is targeted for an attack by an opponent's monster: You can banish this card; draw 1 card, then end the Battle Phase." effect is a Trigger Effect. (It does not target. Banishing this card is a cost to activate this effect. Drawing 1 card and ending the Battle Phase are not considered to happen simultaneously.): Cyber Valley

The "You can target 1 face-up monster you control and this card; banish both that target and this card, then draw 2 cards." effect is an Ignition Effect. (It targets 1 face-up monster you control and this card. Banishing and drawing 2 cards are not considered to happen simultaneously.)

The "You can target 1 card in your Graveyard; banish this card and 1 card from your hand, then place that target on top of the Deck." effect is an Ignition Effect. (It targets 1 card in your Graveyard. Banishing and placing the targeted card on top of the Deck are not considered to happen simultaneously.)

You can banish a Token Monster with the second effect of "Cyber Valley". "Cyber Valley" will be banished, the Token Monster will disappear, and you will draw.: For the second effect of "Cyber Valley", if you banish a Token Monster, can you draw?

The effect of "Double Tool C&D" will only negate effects which activate on the field, or Continuous Effects which are applied for as long as the monster remains on the field. It cannot negate effects which activate in the Graveyard, like the effect of "Sangan". If "Winged Kuriboh LV10"/"Cyber Valley"/etc is attacked, then its effect can be activated, but the effect is negated because it was activated on the field.: Can the effect of "Double Tool C&D" negate an effect if the monster is not face-up on the field?

If "Forbidden Chalice" affects "Exiled Force"/"Cyber Valley"/etc, then "Exiled Force"/etc can still activate its effect and banish itself. However, the effect was activated on the field, so it will be negated by the effect of "Forbidden Chalice", even though "Exiled Force

"
Cyber Valley's" first effect is a Trigger Effect. Its second and third effects are Ignition Effects.

"Cyber Valley's" second effect targets "Cyber Valley" and 1 face-up monster you control. They are removed from play when the effect resolves.

"Cyber Valley's" third effect targets 1 card in your Graveyard. "Cyber Valley" and 1 card from your hand are removed from play when the effect is resolved.

If an effect is chained to "Cyber Valley's" second or third effect that removes "Cyber Valley" from the field, the effect disappears.

If an effect is chained to "Cyber Valley's" second effect that flips it face-down, the effect is still resolved. If the selected face-up monster is flipped face-down, the effect disappears.

You can select a Monster Token with "Cyber Valley's" second effect. When the effect resolves, it is removed from the field and "Cyber Valley" is removed from play.

Imperial Iron Wall: Effects that requiring removing a card from play as a cost ("Cyber Valley's" first effect, etc.), cannot be activated while "Imperial Iron Wall" is active.
