 This card's name comes from the fact that, if used on a Level 5-8 monster that can be Tribute Summoned, it will reduce the Tributes (cost) needed by 1.
Hitotsu-Me Giant is the card having its Levels reduced in this card's artwork.
The stars are not depicted the same way as all of the points are visible whereas three of the points are blurred on Monster Cards in the OCG/TCG, but they are blurred in the anime artwork.
The two swords depicted striking through the card's Level Stars represent the Levels that the monster loses.
This monster can already be Summoned without a Tribute since it is a Level 4 monster.
The DPKB Spanish print of this card has an error, as its lore says es tu mano ( is your hand) instead of en tu mano (in your hand).

Power Giant: You decrease "Power Giant"’s Level by the original Level of the monster you sent to the Graveyard, even if you used a monster whose Level was reduced by "Cost Down".

Shreddder: If you reduce the Level of the monsters in your hand with "Cost Down" then you can only target monsters whose Level is less than or equal to the monster's Level in your hand.
Example: "Cyber Dragon" in your hand is being treated as Level 3 with "Cost Down." You can only send it to the Graveyard as a cost to target a Level 3 or lower monster.

When Summoning "Montage Dragon", "Cost Down" has no effect when determining its Original ATK.: If you Summon "Montage Dragon" by sending to the Graveyard monsters whose Levels have changed, then what is its ATK?

If you use "Eccentric Boy" and a monster in your hand as Synchro Material Monsters and the monster in your hand's Level has been changed by an effect like "Cost Down", then you use the monster's current, altered Level when performing the Synchro Summon.: If "Eccentric Boy" is used as a Synchro Material and the Levels of monsters in your hand has changed, then you use the Level at what time?

Flelf: If you activate "Cost Down" and then activate the effect of "Flelf", then the Level of "Flelf" increases by the revealed monster's decreased Level.: If you activate the effect of "Flelf" by revealing a monster whose Level has decreased due to "Cost Down", then do you increase its Level?

The Level of a monster which is Summoned using "
Cost Down" is still decreased by 2 after Summoning. The 2 Level reduction lasts until the End Phase.

When you Ritual Summon while "Cost Down" is active, the Level Stars that you need is not changed, even if you are using "Contract with the Abyss" or "Earth Chant".

You can use multiple "Cost Downs" in the same turn and their effects accumulate, so 3 "Cost Downs" lowers the level by 6 Stars.

While "A Legendary Ocean" and 1 "Cost Down" are active, your WATER monsters are reduced by 3 Stars.

A Rival Appears!: For the effect of “A Rival Appears!”, refer to the levels of the monster on the field and the monster in the hand at the time “A Rival Appears!” resolves (for purposes of “Cost Down”, etc.)

Behemoth the King of All Animals:" It is possible to "properly" Tribute Summon "Behemoth the King of All Animals" with just 1 Tribute. For example, you can Tribute Summon it with "Trojan Horse", or use "Cost Down" and then Tribute 1 monster because "Behemoth the King of All Animals" is only Level 5. In cases such as this, either 2000 ATK or 2700 ATK is correct, so the controller can select which ATK it will have.

Contract with the Abyss:" "Cost Down" will not reduce the number of Level Stars needed to perform a Ritual Summon, even if used with "Contract with the Abyss".

Double Attack:" If you use "Cost Down" so that your "Blue-Eyes White Dragon" in your hand is Level 6, then you cannot discard it to activate "Double Attack" and target your Level 7 "Dark Magician" on the field.

Level Conversion Lab:" If "Cost Down" resolves and lowers the Levels of monsters in your hand, then you use "Level Conversion Lab", the effect of "Level Conversion Lab" overwrites the effect of "Cost Down". But if you resolve "Level Conversion Lab" first, and then activate and resolve "Cost Down", "Cost Down" will lower whatever the result was from "Level Conversion Lab".
