"Cold Wave" will prevent you from activating the effect of Spell/Trap Cards which are already face-up, such as "Ultimate Offering" or "Card of Safe Return".: When "Cold Wave" is activated, can the effects of "Ultimate Offering" or "Card of Safe Return" be activated?

The current errata of "Cold Wave" is "This card can only be activated at the start of your Main Phase 1. Until your next Draw Phase, neither player can Set or activate the effects of Spell and Trap Cards.". Thus, while the effect of "Cold Wave" is active, neither player can,: For "Cold Wave", what is the definition of "cannot be played"?

activate Spell and Trap Cards from his hand.
activate Spell and Trap Cards which are Set in the Spell & Trap Card Zone.
activate the effect of Spell and Trap Cards which are already face-up on the field, such as the effect of "Wave-Motion Cannon"

While "Cold Wave" is active, the Continuous effects of Spell and Trap Cards which are face-up on the field will still be applied, such as the effect of "Gravity Bind

Previously Official Rulings


The
Trigger Effects of Spell and Trap Cards, like "Begone, Knave!" or "Card of Safe Return", cannot activate while "Cold Wave's" effect is applied.

"Cold Wave" can only be activated when you start your Main Phase 1. If you activate any other effects or Normal Summon or Set a monster during your Main Phase 1, you cannot activate "Cold Wave".

The Ignition-like effects of Continuous Spell or Trap Cards like "Blaze Accelerator" cannot be activated while "Cold Wave's" effect is applied.

Mentions in Other Rulings

Destiny Board: "Cold Wave" will prevent the effect of "Destiny Board" to bring a Spirit Message to the field for the turn "Cold Wave" is activated.

Spiritualism: "Spiritualism" cannot be activated if it is declared with "Prohibition" or while the effect of "Cold Wave" is being applied.
