Card Trivia

In the anime, this card is used to negate an attack caused by Carly Carmine's Enlightenment, whose Japanese name translates to Prophecy of a Future King. This prevented Jack Atlas from losing the Duel, thus changing the apocalyptic future foretold by Carly's fortune telling in which Jack reigns as dark king.
The red and blue doors in the card are possibly a reference to the movie The Matrix.  The main protagonist, Neo, is given the choice of changing his destiny by selecting either a red pill or a blue pill to ingest.
This card's effects are halved counterparts of Draining Shield and Magic Cylinder which generally benefit the opponent instead of the player.

OCG Rulings

The effect of "Changing Destiny" targets one of the opponent's attacking monsters.: Trap Card > Changing Destiny

If the effect of "Changing Destiny" cannot change the monster to Defense Position, then the effect of your opponent gaining Life Points nor inflicting damage to the card user's Life Points.

The opponent decides which effect is applied when "Changing Destiny" is resolving.

Semi-Official

The two effects are supposed to be read from your opponent's perspective - that is, your opponent gains Life Points, or you take damage. This is clear in the OCG text, and the OCG text of "Dark Coffin" agrees.: Trap Card > Dark Coffin
