OCG Rulings
The effect which reduces opponent's monsters' ATKs by 500 is a Continuous Effect. It does not start a chain.: Effect Monster > Ultimate Insect LV5
When "Horus the Black Flame Dragon LV6" is Summoned, "Black Garden"s effect will still activate. It cannot halve the monster's ATK, but a "Rose Token
If this monster is Special Summoned by the effect of "Ultimate Insect LV3", but is then flipped face-down, or removed from play with "Interdimensional Matter Transporter" or "Dimensionhole", its effect is reset, so even if flipped face-up again, it will no longer decrease the ATK of the opponent's monsters.
You can Special Summon "Ultimate Insect LV5" with the effect of "Ultimate Insect LV3" even if that "Ultimate Insect LV3" was not Special Summoned by the effect of "Ultimate Insect LV1".
Ultimate Insect LV7: If "Ultimate Insect LV7" is Summoned by the effect of "Ultimate Insect LV5", but is then flipped face-down and then face-up again, its effect is reset and will no longer be applied.
Ultimate Insect LV7: If you have 2 copies of "Ultimate Insect LV7" each Summoned by the effect of "Ultimate Insect LV5", then the ATK and DEF of your opponent's monsters are reduced by 1400 points.
