If Summoned this way: Choose an Attribute, and if you do, destroy all face-up monsters with that Attribute. Your opponent cannot Normal or Special Summon monsters with that Attribute.

Card Trivia

 Like most of the characters that debut in Yu-Gi-Oh! R, Tualatin is named for a microprocessor– in this case the Intel Pentium III processor core. By extension the card is also named for the Tualatin Valley in Oregon, where several of Intel's facilities are located.
In the Yu-Gi-Oh! R Hero Jump Special, Tualatin was the rival card of Van'Dalgyon the Dark Dragon Lord.
They both share the same Level, ATK and DEF, with opposite Attributes.
Tualatin has a similar design to Angel O7.
In the color art page of the chapter where Tualatin appears, he is seen in tones of blue and gold instead of silver and yellow, like the TCG card.
This card is one of only a handful of cards that (when Summoned properly) has a superior effect to its anime/manga counterpart, with the reverse usually being the case.

If the effect of "Tualatin" is preventing you from Normal Summoning, then you cannot Normal Summon a Gemini Monster like "Chthonian Emperor Dragon" again to have it treated as an Effect Monster.: Can you Gemini Summon a Gemini Monster when an effect makes it impossible to Normal Summon?

Mentions in Other Rulings

Horn of Heaven: "Horn of Heaven" cannot be used to negate a Special Summon that results from a Spell, Trap, or effect of an Effect Monster Card. You cannot use "Horn of Heaven" to negate a Special Summon from "Tualatin", etc.
