OCG Rulings
When the effect of "Ghost Reaper & Winter Cherries" is activated, it is discarded from the hand as a cost, but it is still considered an effect that activated in the hand. Similarly, when the effect of "World Chalice Guardragon" that Special Summons a Normal Monster from the Graveyard is activated, it is banished from the Graveyard as a cost, but it is an effect that activated in the Graveyard. Therefore, when your opponent activates these effects, the effect of your "Trickstar Narkissus" that inflicts damage to your opponent will be applied.
If the effect of your opponent’s "Bujingi Quilin" was activated in their Graveyard, but "Trickstar Narkissus" was destroyed when it resolved, so its effect that inflicts damage to your opponent is not applied.
