This card along with Drill Synchron, Drill Warrior, Bird of Roses, Morphtronic Vacuumen, and Chaos King Archfiend were made into anime cards as a result of a drawing competition, as seen in the preview of episodes 74, 75, 76, 77, and 78 of the Yu-Gi-Oh! 5D's anime.
This card's black and green costume, its halving effect and drop kick attack are similar to Kamen Rider Double, particularly Double's CycloneJoker form.
This is made evident by the fact that the CycloneJoker form embodies both a Trickster style, as seen by the first effect of this card, and a Wind style, seen by the second effect of this card allowing it to attack twice, similar to the monsters of the Element archetype's WIND attribute effects.

If you activate the effect to attack again with "Splendid Rose", you don't have to attack if you don't want to.
If "Splendid Rose" is equipped with "Twin Swords of Flashing Light - Tryce", it can only attack twice total even if you activate the effect of "Splendid Rose".
If the effect of "Splendid Rose" activates and resolves, then "Skill Drain" or "Forbidden Chalice" is activated, the effect of "Splendid Rose" is not negated. It will be able to attack again.
OCG Rulings
Removing from play one Plant-Type monster from your Graveyard is a cost to activate the ATK-halving effect of "Splendid Rose".: Synchro Monster > Splendid Rose
Removing from play one Plant-Type monster from your Graveyard is a cost to activate the effect of "Splendid Rose" which, during the Battle Phase, allows it to attack once more.
