This card's background bears a resemblance to the artwork of Speed World.  That would make sense because of this creature's equipment and ability to raise a monsters ATK, as the said Spell does such for Speed Counters.

This card's restriction with being unable to offer multiple servings of its ability to itself or other monsters may be synonymous with vehicular gasoline refills as once the tank is full, you can't add more unless, the fuel runs low.
