 This monster is the cover card for Galactic Overlord.
This card is an upgraded version of Galaxy-Eyes Photon Dragon.
Unlike most Photon monsters, this monster's body glows red.
The reason may be because in physics, the color red's wave length is higher than blue's, referencing to the fact that this card has the highest ATK out of all Photon monsters.
Just as Galaxy-Eyes Photon Dragon is very similar to Number 107: Galaxy-Eyes Tachyon Dragon & Galaxy-Eyes Cipher Dragon, this card shares many similarities with Number C107: Neo Galaxy-Eyes Tachyon Dragon & Neo Galaxy-Eyes Cipher Dragon.
All have three heads.
All have Neo in addition to their lower form's name.
All have the same ATK, DEF, Type and Attribute.
In the same way that Galaxy-Eyes Photon Dragon is similar to Blue-Eyes White Dragon, Neo Galaxy-Eyes Photon Dragon is similar to Blue-Eyes Ultimate Dragon.
It is an evolved form of Galaxy-Eyes, just like the Blue-Eyes Ultimate is an evolved form of Blue-Eyes.
Its appearance is a non-evolved form with three heads (just like Blue-Eyes Ultimate).
Both cards have the same ATK, Type and Attribute.
Its attack name is Ultimate Photon Stream, whereas the attack name of Blue-Eyes Ultimate is Ultimate Stream of Destruction.
Both monsters require 3 monsters as Materials to Summon them.
Although not necessary, it is possible to Xyz Summon Neo Galaxy-Eyes with 3 Galaxy-Eyes just as Fusion Summoning Blue-Eyes Ultimate requires 3 Blue-Eyes.

This card is Kite's second ace, being the evolution of his previous ace, just like Yuma's situation with Number 39: Utopia and Number C39: Utopia Ray.
Just like Utopia Ray was created by the bonds of Astral and Yuma Tsukumo, this card is created by the bonds of Kite and Hart.
This monster has three heads, visible on the tips of its wings. These heads look very similar to the heads of Twin Photon Lizard.
This card is the first non-Number Xyz Monster to be used by Kite Tenjo.
The tail piece of this monster is more spear-shaped, unlike the one it had while it was a Galaxy-Eyes Photon Dragon, which was more trident-like.
In the anime, this card's Xyz Summon portal is unique to itself in that it resembles a black hole, instead of a red spiral or a galaxy (ironic, as its name contains galaxy).
 According to Astral, this monster's original form has light dwelling within it similar to his own world. The light emitting from the body of Neo Galaxy-Eyes is similar to the light of the Barian World.
This could be because it was made from the bond between Kite and Hart, and Hart possesses powers from the Barian World.
The sword used to summon this monster resembles the Barian Emblem.
This card's central head resembles the Barian Emblem as well.
Mizar refers to this card as a Number Killer, probably due to the fact that this card in the anime can negate the effects of Numbers, including their Cannot be destroyed by battle except with a Number monster effect (this wasn't mentioned in the international dub).
This monster appears in the artwork of Galaxy Dragon Maelstrom.
Aside from Pendulum Monsters, currently there is at least one three-headed Dragon-Type monster for five Monster Card categories: Trident Dragion, Atomic Scrap Dragon and Trishula, Dragon of the Ice Barrier for Synchro Monsters, Yamadron for Normal Monsters, Montage Dragon for Effect Monsters, Neo Galaxy-Eyes Photon Dragon, Number C107: Neo Galaxy-Eyes Tachyon Dragon and Number 57: Tri-Head Dust Dragon for Xyz Monsters, and Blue-Eyes Ultimate Dragon and Dragon Master Knight for Fusion Monsters.

Neither effect targets.: Xyz Monster > Neo Galaxy-Eyes Photon Dragon

The effect that negates the effects of face-up cards when this card is Xyz Summoned using "Galaxy-Eyes Photon Dragon" as an Xyz Material only affects the cards that are face-up when this effect resolves.

The effects of face-up cards that are activated on the field after the effect of "Neo Galaxy-Eyes Photon Dragon" resolves are not negated.

The Xyz Material detached as a cost to activate this effect is not included. Therefore, the ATK increase and amount of attacks depends only on the Xyz Materials detached from the opponent's side of the field.: As for the effect of "Neo Galaxy-Eyes Photon Dragon" that increases its ATK by 500 times the amount of detached materials and allows it to attack once for each detached material during the Battle Phase, is the ATK and amount of attacks increased by the Xyz Material detached as a cost to activate this effect?

The effects of face-up cards are negated as long as the cards remain face-up on the field.
