The effect "If this card is Special Summoned: You can target 1 face-up monster your opponent controls; its ATK becomes half its current ATK." is a Trigger Effect. (It targets 1 face-up monster on your opponent controls. The ATK halved by this effect remains halved as long as the targeted monster is face-up on the field.)

The effect "Once per turn, during either player's turn: You can pay 500 LP, then target 1 Spell/Trap Card your opponent controls; return it to the hand." is a Quick Effect. (It targets 1 Spell/Trap Card on your opponent controls. Paying 500 LP is a cost to activate this effect. It cannot be activated during the Damage Step.)

This card cannot be Special Summoned except by "Mask Change", "Mask Change II" or "Form Change". Even if this card was Special Summoned once, it cannot be Special Summoned from the Graveyard by an effect like "Monster Reborn".
