The "If your opponent controls a monster and you control no monsters, you can Special Summon this card (from your hand)." effect is not treated as an Ignition, Trigger, Quick or Continuous Effect. (Special Summonig this card using this effect does not start a Chain Link.): Kaiser Sea Snake
The "If Summoned this way: You can Special Summon 1 Level 8 Sea Serpent-Type monster from your hand or Graveyard, but its ATK and DEF each become 0." effect is a Trigger Effect. (It does not target.)
When this effect resolves, Special Summoning 1 Level 8 Sea Serpent-Type monster is considered to be the last thing to happen. ("its ATK and DEF each become 0." is also applied immediately.)
The "If this card is Special Summoned, its Level becomes 4 and its original ATK becomes 0." effect is not treated as an Ignition, Trigger, Quick or Continuous Effect. (It is applied even if this card is Special Summoned by other card effects.)
After "Kaiser Sea Snake" is Special Summoned by the effect of another "Kaiser Sea Snake", if "Book of Moon" is activated, the "If this card is Special Summoned, its Level becomes 4 and its original ATK becomes 0." effect and the "its ATK and DEF each become 0." effect are no longer applied.
