This card was a Trap Card when it appeared in the manga and anime, but became an effect monster when printed in the TCG.
The card Prey of the Jirai Gumo is an homage to this card's origins, as it's a Trap Monster.

The monster effect of "Jirai Gumo" is a Trigger Effect that always activates when it declares an attack.: Jirai Gumo

The effect does not target.

When resolving the effect, toss 1 coin and apply the result. Depending on the result, apply "If you call it right, attack normally" or "If you call it wrong, reduce your Life Points by half before attacking".

Even if you apply the monster effect of "Jirai Gumo", you do not immediately perform damage calculation. (Cards and effects can be activated during the Battle Step and Damage Step

If a replay occurs when "
Jirai Gumo" attacks and you decide to continue attacking with "Jirai Gumo", you do not flip the coin again.

If your opponent has "Toll", you must pay the cost for "Toll" before flipping the coin for "Jirai Gumo"{{sic

Mentions in Other Rulings

Megamorph: "Megamorph" is always recalculating with every change in Life Points. For example, your "Jirai Gumo" is equipped with "Megamorph" and you have 8000 Life Points compared to your opponent's 7000. You declare an attack with "Jirai Gumo" and lose the coin toss, losing 4000 Life Points. Now "Jirai Gumo"s ATK is doubled before Damage Calculation.

Prime Material Dragon: If you attack with "Jirai Gumo" while you have "Prime Material Dragon" face-up on your side of the field, when you call the coin toss wrong you still lose half of your Life Points because losing Life Points in this way is not damage.

Skill Drain: While "Skill Drain" is active, "maintenance costs" are not negated (see the Advanced Gameplay FAQ) so you still have to pay for "The Unfriendly Amazon", "Armor Exe", Archfiends, etc. However, all other costs are negated, so you do not have to pay to attack with "Dark Elf" or "Jirai Gumo".
