This card's artwork and self-tributing effect also closely resemble Black Dragon's Chick and The Black Stone of Legend.
This card's artwork depicts Galaxy-Eyes Photon Dragon being born from what appears to be a cosmic nebula, which is a cloud of dust, hydrogen, and other gasses in space. Inside these clouds are regions where stars are born from the gaseous elements clumping together, which reflects this card's depiction of the birth of a dragon whose eyes are (partially) composed of stars.
This is the only Galaxy-Eyes Dragon whose name is not directly based on a particle. The cloud in its name could refer to an electron cloud, which houses particles and is still a quantum property of matter.

Tributing this card is a cost to activate the "You can Tribute this card; Special Summon 1 "Galaxy-Eyes" monster from your hand or Graveyard, except "Galaxy-Eyes Cloudragon"." effect.
The "If this card is in the Graveyard: You can target 1 "Galaxy-Eyes" Xyz Monster you control; attach this card to it as an Xyz Material." effect is an Ignition Effect that activates in the Graveyard. (This effect targets 1 face-up "Galaxy-Eyes" Xyz Monster you control.)

When the "attach this card from your Graveyard to that monster as an Xyz Material." effect resolves, if the targeted monster has been affected by the effect of "Divine Dragon Knight Felgrand", since the targeted "Galaxy-Eyes" Xyz Monster is unaffected by card effects, it becomes unaffected by the "attach this card from your Graveyard to that monster as an Xyz Material." effect. In that case, the "Galaxy-Eyes Cloudragon" that activated this effect remains in the Graveyard. (The effect is not applied, but you cannot activate the "attach this card from your Graveyard to that monster as an Xyz Material." effect again during the same Duel.): When the effect of "Galaxy-Eyes Cloudragon" to attach itself resolves, if the targeted monster has been affected by the effect of "Divine Dragon Knight Felgrand", how does the effect resolve?
