 This monster is the cover card of Collectors Pack: Duelist of Flash Version and Duelist Pack: Dimensional Guardians.
This is Kite Tenjo's signature card in Yu-Gi-Oh! ARC-V.
The word cipher in this card's name could refer to the word's use as a symbol for the number zero, which in turn could reference either the Number archetype from Yu-Gi-Oh! ZEXAL or Kite's role as a Number Hunter in said series. It could also reflect that this dragon is no longer a Number, nor does it have anything to do with the Numbers.
In addition, the 光波 used for Cipher translates to light wave, mimicking how a photon is a light-carrying particle.
With this, light can either act as either a wave or particle referring to as the . Galaxy-Eyes Cipher Dragon serves as the light wave dragon and Galaxy-Eyes Photon Dragon, on the other hand, serves as the light particle dragon.
Cipher support cards has many reference to light concepts in physics such as interference and diffusion in which both principles are seen in both Cipher Interference and Cipher Diffusion cards.
This monster's shoulder plates and wing bases resemble those of Number C107: Neo Galaxy-Eyes Tachyon Dragon. This could be a reference to Kite's final Duel with Mizar, where the former used the true form of Galaxy-Eyes Photon Dragon, Number 62: Galaxy-Eyes Prime Photon Dragon, to defeat Neo Tachyon Dragon. It is possible that upon defeating Neo Tachyon, Galaxy-Eyes Photon Dragon took parts of the former's armor to wear for itself, either out of a need to repair itself or to have as a trophy.
Galaxy-Eyes Photon Dragon (an effect monster) taking on the parts of Number C107: Neo Galaxy-Eyes Tachyon Dragon (an Xyz monster) has transformed into an Xyz monster resulting into Galaxy-Eyes Cipher Dragon.
The attack name of this monster is also inherited from the Number 107: Galaxy-Eyes Tachyon Dragon (of Annihilation) and Galaxy-Eyes Photon Dragon (Photon Stream..), but with the word Photon changed to Cipher, to match the name Galaxy-Eyes Cipher Dragon.
This is the first Galaxy-Eyes monster in the anime that doesn't appear in a sealed form when Summoned.
Like its ZEXAL counterpart, this dragon re-uses the roars of Stardust Dragon.
This monster appears in the artwork of Double Cipher.
The dark background in this card's artwork could represent Kite Tenjo's aggression against Duel Academy.

This card has three ranked-up evolved forms: Neo Galaxy-Eyes Cipher Dragon, Galaxy-Eyes Cipher Blade Dragon, and Galaxy-Eyes Cipher X Dragon.
This card's ability to take control of an opponent's monster could be a reference to how Kite lost his family and thus wants revenge.
This is further exemplified in Kite's Duel with Dennis, as Kite took control of Dennis' monster in retaliation for Dennis having a hand at Lulu's kidnapping.
