In Norse mythology, Fenrir or Fenrisulfr is a wolf, the son of Loki and the giantess Angrboða.
This card is the first WATER Beast monster, as well as the first Main Deck Beast monster that cannot be Normal Summoned (barring Ritual Monsters).
Fenrir, in this card, is a WATER monster because it is taking on the form of a Mist Wolf.
This card's effect that makes your opponent skip their next Draw Phase when it destroys a monster may be a reference to the fact that in Norse mythology he bit off the hand of Týr.

"This card cannot be Normal Summoned or Set. This card can only be Special Summoned by removing 2 WATER monsters in your Graveyard from play." is not treated as an effect. It is a procedure to Special Summon a Special Summon Monster. (Banishing 2 WATER monsters and Special Summoning this card are not considered to happen simultaneously.): Fenrir
