This card is similar to many heroes in Amalgam Comics. Tempest looks like Sparkman while wearing the claws of Avian, wielding the weapons of Bubbleman, and with a pair of wings that resembles those of Avian merged with the cape of Bubbleman.
Appropriately, the word tempest defines a storm that can cause serious damage. Elemental HERO Tempest is formed from three Elemental HEROes whose element Attributes can result in a tempest: Wind, Water, and Light (or, in the case of a tempest, lightning).
This card can be considered an Elemental HERO version of Gate Guardian.
Coincidentally, Tempest first appeared being used to combat Gate Guardian's owners, Para and Dox.

This card's effect is an Ignition Effect that targets. Sending 1 card from your side of the field to the Graveyard is a cost to active the effect.
You cannot use a Monster Token for the cost because they are not sent to the Graveyard.
You can use this effect multiple times, but the same monster cannot be targeted with this effect twice.
"While this card is face-up on the field" means "while this Elemental Hero Tempest is face-up on the field". Not while the selected monster is face-up on the field.
Ancient Gear Drill: “You cannot use that Spell Card this turn” means that you cannot activate it, and you cannot use it to pay a cost for the effect of a card like “Elemental Hero Tempest”.The latest errata of "Ancient Gear Drill" only states that the Spell Card cannot be activated, not that it cannot be used.
