You can only use each effect of "Dried Winds" once per turn.

This card's name is most likely derived from the sensible quality of dryness among Aristotle's classical elements. In his treatise On Generation and Corruption, Aristotle defined each of the four classical elements (Fire, Air, Water, and Earth) as being composed between two sensible qualities (Wetness, Dryness, Hotness, and Coldness). The monsters depicted on this card's artwork are respectively FIRE and EARTH Attribute, the two classical elements whose shared sensible quality is dryness.

You can activate the card "Dried Winds" at any time outside of the Damage Step.: Dried Winds

The first effect of this card creates a Chain. (This effect targets 1 face-up monster on your opponent's side of the field.)

If "Dried Winds" is face-up in the Spell & Trap Zone, its first effect must activate and create a Chain, including in the Damage Step. Also, when you gain LP, you can activate "Dried Winds" and its first effect as part of the same Chain Link. (But not during the Damage Step.)

The second effect of this card creates a Chain. (This effect does not target. The player that activates "Dried Winds" is the one who selects monsters to destroy. Paying the difference in Life Points is a cost to activate this effect. Also, you cannot activate this effect during the Damage Step.)

If you activate "Dried Winds", you can also activate the second effect as part of the same Chain Link. (But not during the Damage Step.)
