The effect of "Dragunity Primus Pilus" targets one face-up Winged-Beast-Type "Dragunity" monster you control.: Effect Monster > Dragunity Primus Pilus

The effect of "Dragunity Primus Pilus" can also activate if "Dragunity Primus Pilus" is Special Summoned during the Damage Step.

If an effect like "Book of Moon" is Chained to the effect of "Dragunity Primus Pilus" so that the face-up Winged-Beast-Type "Dragunity" monster is no longer face-up on the field when the effect of "Dragunity Primus Pilus" resolves, then the effect of "Dragunity Primus Pilus" is not applied. Thus, you do not select a Level 3 or lower Dragon-Type "Dragunity" monster from your Deck.: If the targeted monster is not on the field when resolving the effect of "Dragunity Primus Pilus", then is the effect applied?

Suppose that "DNA Surgery" is active and declaring Winged Beast, and that "Neo-Spacian Dark Panther" has its name changed to something like "Dragunity Dux". In this case, you may use the effect of "Dragunity Primus Pilus" to equip "Neo-Spacian Dark Panther" with a Dragon-Type monster.
