The effect of "Dragon Manipulator" is a Trigger Effect that activates when it is flipped face-up. It can be activated during the Damage Step.: Dragon Manipulator
The effect of "Dragon Manipulator" Targets 1 face-up Dragon-Type monster in your opponent's Monster Zone.
If the opponent does not control a Dragon-Type monster when "Dragon Manipulator" is flipped face-up, the effect will still activate and will start a chain. Since no target was declared at the effect's activation, it will resolve without effect.
When the control of the monster taken by the effect of "Dragon Manipulator" is returned to your opponent, it does not start a chain.
