Card Trivia

This card refers to a tag team match in wrestling, where partners tag in and out of the ring.
The artwork appears to specifically depict a hot tag about to occur; this describes one of the tag partners (usually a wrestler portrayed as a babyface, which is a wrestler meant to be good guy) tag in a fresh partner after several minutes of being dominated by one or both of their opponents (usually portrayed as heels, or wrestlers meant to be bad guys) usually and immediately followed by the freshly tagged-in partner getting in a quick burst of offense. Often the hot tag happens after several teases (where the other face is enticed into the ring, only to be stopped by the referee and the heels getting away with illegal tactics, or a legal tag being made while the referee is distracted, resulting in the referee forcing the fresh partner out of the ring.)
This is embodied into this card's effects--the Attack Position monster being destroyed is (at least in kayfabe) the worn out wrestler who has been hit around and taking bumps, or falling on the ring mat.  However, by tagging in his/her wrestling partner-in-waiting (hence the Special Summoning of 1 Level 4 or lower Warrior monster from your hand at the end of the Damage Step,) the new wrestler/monster has a fresh start and there's no harm done to either the new active tag partner, nor the tag team's chances in winning the match (hence the reduction of all Battle Damage from that battle.)
The wrestler at ringside attempting to be tagged in has a strong resemblance to World Wrestling Entertainment (WWE) wrestling talent Rey Mysterio and the other wrestler, who is trying to reach his tag team partner, resembles William Regal.

Rulings

TCG Rulings

You activate this card’s effect during damage calculation after your monster is destroyed but before you take damage. It starts a Chain.: Duelist Revolution Sneak Peek -- Card Rulings (Version 1.0)

If you don’t have a Warrior-Type monster in your hand that you can Special Summon, you cannot activate the effect of "Desperate Tag".

If you would not take any Battle Damage from the battle, you cannot activate the effect of "Desperate Tag".

If you activate the effect of "Desperate Tag" you must reduce the Battle Damage to 0 and you must Special Summon a monster.

You can flip this card face-up any time outside of the Damage Step. You can also flip this card face-up during damage calculation, but only if you’re activating its effect at the same time.

OCG Rulings

The activation of only the card "Desperate Tag" can be performed at any time, except during the Damage Step.: Desperate Tag

The effect "If a face-up Attack Position monster you control is destroyed by battle, during damage calculation, you can reduce the Battle Damage from this battle to 0 and Special Summon 1 Level 4 or lower Warrior-Type monster from your hand at the end of the Damage Step" is activated during damage calculation, and makes a Chain Link. (It does not target.)

If the card "Desperate Tag" is activated during damage calculation, its effect can be activated in the same Chain Link as the activation of the card. (The activation of only the card "Desperate Tag" cannot be performed during damage calculation.)

If the player does not have a Level 4 or lower Warrior-Type monster in their hand that can be Special Summoned, the effect of "Desperate Tag" cannot be activated.

Applying "Special Summon 1 Level 4 or lower Warrior-Type monster from your hand at the end of the Damage Step" does not make a Chain Link.
