 This is one of the few cards to be mentioned by name in an anime that did not appear.
It is the first such card to be released in the OCG/TCG, followed shortly by Number 5: Doom Chimera Dragon.
A blazar is a compact quasar with a possible supermassive black hole at the center of a giant, active elliptical galaxy.
This card is the first Level 12 WIND monster to be released to the OCG/TCG.
It is also tied for the highest ATK (with Shooting Majestic Star Dragon) and DEF (with CXyz Skypalace Babylon) among WIND monsters.
This monster's artwork seems to mirror the artwork of Shooting Quasar Dragon.

The effect "You can banish this card until the End Phase to activate 1 of these Quick Effects;" is a Quick Effect. (It does not target. It can be activated during the Damage Step.)

Banishing "Cosmic Blazar Dragon" is a cost to activate this effect.

Returning to the field a "Cosmic Blazar Dragon" that was banished to activate its effect during the End Phase does not start a Chain Link.

The effect "● When your opponent activates a card or effect: Negate the activation, and if you do, destroy that card." is activated directly in a Chain to the activation of an opponent's monster effect, the activation of an opponent's Spell/Trap Card, or the activation of the effect of an opponent's Spell/Trap Card.

The effect "● When your opponent would Summon a monster(s): Negate the Summon, and if you do, destroy that monster(s)." is activated in response to Normal Summons, Flip Summons, and Special Summons that do not start a Chain Link such as Synchro Summons, Xyz Summons or Pendulum Summons.

The effect "● When an opponent's monster declares an attack: Negate the attack, then end the Battle Phase." is activated when an opponent's monster declares an attack. (The resolution of "negate the attack" and the resolution of "end the Battle Phase" are not considered to happen at the same time.)
