This effect is also applied when you activate the effect of "Kuriboh" or "Thunder Dragon" and when you Set a Trap Card from your hand.: Chain Energy

You must also pay 500 Life Points when you Special Summon a monster from your hand by a card effect.

Paying 500 Life Points does not start a Chain Link.

While the effect of "Chain Energy" is being applied, you must pay 500 Life Points for each monster you Normal or Special Summon from your hand. Therefore, if you Pendulum Summon 2 monsters from your hand, you must pay 1000 Life Points to perform the Pendulum Summon. (You don't pay Life Points to Pendulum Summon monsters from your Extra Deck.): If you perform a Pendulum Summon while the effect of "Chain Energy" is being applied, how many Life Points you need to pay?

The effect "Each player must pay 500 Life Points per card to Normal Summon, Special Summon, Set or activate cards from his/her respective hand" of "Chain Energy" makes it such that unless the opponent pays 500 Life Points, they cannot Normal or Special Summon monsters from the hand or activate or Set cards from the hand. The 500 Life Points paid by the opponent is not a cost to activate a card effect. Therefore, if the opponent pays 500 Life Points to activate "Harpie's Feather Duster", "Cash Back" cannot be activated in Chain to "Harpie's Feather Duster".: While "Chain Energy" is applying, if the opponent pays Life Points and activates an effect, can "Cash Back" be activated?

Even if monsters are Special Summoned from the hand by a card effect, the effect of "Chain Energy" applies, and so 500 Life Points must be paid. Therefore, you pay 500 Life Points when you activate "The Flute of Summoning Dragon", and pay 500 Life Points as well when it resolves and Special Summons a Dragon-Type monster(s) from your hand.: If "The Flute of Summoning Dragon" Special Summons while "Chain Energy" is active, how many Life Points are paid?

While "Chain Energy" is applying, when a card is activated or Set from the hand, 500 Life Points must be paid for each card. If "Emergency Provisions" is activated from the hand by sending "Chain Energy" to the Graveyard for its cost: If "Emergency Provisions" is activated by sending "Chain Energy" to the Graveyard, how much do your Life Points change?

Previously Official Rulings

"
Chain Energy" applies only to cards played or Set from your hand, not cards that are activated when already Set on the field, or to cards placed onto the field by effects like "Cyber Jar"s Flip Effect.

Mentions in Other Rulings

Dark Room of Nightmare:" A cost is not damage so this card's effect does not apply against "Chain Energy"

Spell Economics:" You have to pay for "Chain Energy" even if you control "Spell Economics".
