When a monster is successfully Normal Summoned, this card's effect is activated in Chain to the Effect Monster's effect.: Trap Card > By Order of the Emperor
When a monster like "Mysterious Puppeteer" or "King Tiger Wanghu" is already face-up on the field and its effect activates when another monster is Normal Summoned, you can activate the effect of "By Order of the Emperor" in Chain to that monster's effect. However, you cannot activate the effect of "By Order of the Emperor" when the effect of "King Tiger Wanghu" activates in response to a Special Summon.: Can the effect of "By Order of the Emperor" be activated when a monster is Summoned and another monster's effect activates?
The effect of "By Order of the Emperor" can only be activated directly in Chain to a monster's effect when the monster's effect activates when a monster is successfully Normal Summoned. If another effect is Chained to the monster's effect, then you cannot activate the effect of "By Order of the Emperor: Please explain how and when to activate "By Order of the Emperor".
