Arcana Force EX - The Light Ruler and Arcana Force EX - The Dark Ruler are the only Arcana Force monsters that are not based on tarot cards. They are also the only Arcana Force monsters that have a positive effect regardless of the result of the coin toss.
This card does have a symbolic meaning despite not being based on a real Tarot Card. It represents Sartorius after he is fully consumed by The Light of Destruction, hence its name The Light Ruler.
In the anime, it is revealed that the EX stands for Extra.

The design is based on an original tarot card, ", which appears in the Konami game, Silent Hill.
This card appears on the artwork of Decisive Power of Absolute Destiny.
This card was the first Arcana Force monster to be released in the OCG, but the last to be released in the TCG. It shares this trait with Meklord Emperor Wisel, the first Meklord Emperor released in the OCG and the last to be released for the TCG.
In older prints of this card, the name is not capitalized the same way as its counterpart, since the X in EX and the T in The are lower case on this card but capitalized on the other. However, both the Dark Ruler and this card now have the X in EX capitalized and the T in The capitalized in newer prints of these cards and in some video games, if you look at this card, the T in The and the X in EX are capitalized.
This is the only Arcana Force card not to be released in Light of Destruction, and to be seen in Yu-Gi-Oh! World Championship 2008.
This card's tails effect is similar to the negation effect of Light and Darkness Dragon.
In the Japanese anime, the attack of this card is called The End of Ray, and its reverse effect was called "Creative Destructor.
This card is considered as the ultimate Arcana Force monster by Sartorius.

You cannot send Monster Tokens or a face-up "Dark Magician of Chaos" to the Graveyard to Special Summon "Arcana Force EX - The Light Ruler
While the tails effect of "Arcana Force EX - The Light Ruler" is being applied, it is mandatory. If you activate a Spell, Trap, or Effect Monster's effect that targets your "Arcana Force EX - The Light Ruler" while its tails effect is being applied, it will negate the effect of your Spell, Trap, or Effect Monster Card and destroy it.
If the heads or tails effect of "Arcana Force EX - The Light Ruler" is activated and an effect is chained that removes it from the field, the effect of "Arcana Force EX - The Light Ruler" still resolves.
The tails effect of "Arcana Force EX - The Light Ruler" can chain multiple times in the same Chain.
Example: When "Arcana Force EX - The Light Ruler" is targeted by "Shrink", its effect activates. If "Ring of Destruction" is chained to its effect, its effect activates again.
If an effect targets "Arcana Force EX - The Light Ruler" while its ATK is less than 1000 and its tails effect is being applied, "Arcana Force EX - The Light Ruler's" tails effect still activates. If "Arcana Force EX - The Light Ruler
If {{sic">"Reverse Trap " is being applied while the tails effect of "Arcana Force EX - The Light Ruler" is being applied, "Arcana Force EX - The Light Ruler" will gain 1000 ATK instead of losing 1000 ATK when its effect resolves. After the turn ends, all gained ATK becomes an ATK loss.
If "Skill Drain" is activated after "Arcana Force EX - The Light Ruler" is Special Summoned, the effect of "Arcana Force EX - The Light Ruler" is negated. If "Skill Drain" is later negated or removed from the field, the effect of "Arcana Force EX - The Light Ruler" is not reapplied.
When "Arcana Force EX - The Light Ruler" is Special Summoned and its effect activates, if an effect is chained that flips it face-down or removes it from the field, the effect of "Arcana Force EX - The Light Ruler" disappears and you do not toss a coin.
